Principles

• Ship, then refine. Phase 1 launches lean. Complexity is added through governance, not upfront.
• Community controls pace. Transitions between phases are governed by community readiness, not arbitrary timelines.
• Transparency always. Every treasury transaction, governance vote, and protocol change is on-chain and public.
